THE LYCOMING COUNTY PLANNING COMMISSION ANNOUNCES FOR PUBLIC REVIEW AND COMMENT

FFY 2015-2018 WILLIAMSPORT AREA TRANSPORTATION STUDY
TRANSPORTATION IMPROVEMENT PROGRAM

The Lycoming County Planning Commission is seeking public review and comment on the FFY 2015-2018 Williamsport Area Transportation Study, (WATS) Transportation Improvement Program.
 
As the federally designated metropolitan planning organization for Lycoming County, the Lycoming County Planning Commission works with the Pennsylvania Department of Transportation and River Valley Transportation Services to develop the Transportation Improvement Program, (TIP). The TIP is a list of priority transportation projects, as required by federal law that are proposed to be undertaken during the next four federal fiscal years using federal, state and local funding. These transportation projects include highways, bridges, public transit, bicycle and pedestrian facilities. (Airport and rail projects are programmed and funded under a separate process but are closely coordinated through the Williamsport Area Transportation Study transportation planning program to ensure multi-modal transportation system connectivity.)
 
The draft FFY 2015-2018 TIP highway/bridge portion contains 80 projects within Lycoming County at an estimated program cost exceeding $ 64 million. The FFY 2013-2016 TIP transit portion contains 16 projects with an estimated program cost exceeding $ 51 million.
 
In accordance with the adopted WATS Public Participation Plan, the draft FFY 2015-2018 TIP is now being made available for public review and comment. The public comment period will commence on May 30, 2014 and conclude on June 30, 2014. Copies of the TIP may be obtained at the following locations:

The Lycoming County Planning Commission will also convene a public meeting to be held on June 19, 2014 beginning at 6 PM at the Lycoming County Commissioners Board Room, 1st Floor, Lycoming County Executive Plaza Building, 330 Pine Street, Williamsport, PA 17701 to review the TIP and to receive public input and address questions and concerns about the proposed projects. An additional public meeting will be held by the WATS Technical Committee on June 30, 2014 beginning at 10 AM at the same location.
 
The TIP will be considered for final approval by the WATS Coordinating Committee at their July 15, 2014 public meeting beginning at 1:00 PM at the Lycoming County Executive Plaza Building, 330 Pine Street, Williamsport, PA  17701. (County Commissioners Board Room, 1stFloor.)
 
Public attendance at the above meetings is encouraged and welcomed. Route Detours

Lycoming Mall OUTBOUND

 
Lycoming Mall bus will no longer service Cement Rd. The bus will stay on Lycoming Mall Drive. Stops have been established at Lycoming Mall Drive and Cement Rd., Lycoming Mall Drive across from Tules Run, Lycoming Mall Drive and Jake Hiller Rd. and Lycoming Mall Drive in front of Super Shoes. (time point at the Lycoming Mall Dr. and Cement Rd. is :18)
 

Montgomery Detour

Due to scheduled construction at Montgomery St. and Main St., in Montgomery, the following detour will be in effect until further notice (planned for several weeks): Montgomery St. to left on 2nd St., right on Board St., right on Main St., left on Bower St., left on Houston St., right on Kinsey St., left on Hess St., left on Melvina St., left on Louisa St., right on Kinsey, left on Houston St., right on Bower St. and resume.  

Garden View via Park Ave. OUTBOUND

Memorial Ave., Walnut St., Susquehanna Tower, Walnut St., Rural Ave., Campbell St., Park Ave. (time point at the Hospital is :07/:37)

Garden View via Park Ave. INBOUND

Jersey Shore

There will be a temporary change in the Jersey Shore route due to construction at the J.S. Elementary.  The bus will go Locust St. to Wilson St. to Cemetery St. and resume.  The stops at Cemetery St. and High School entrance and the stops at Tiadghaton Gardens will be missed due to this detour.  Please go to Wilson St. and Cemetery St.  This detour will be in effect until the construction completed.
