Disadvantaged Business Enterprise (DBE) Program

As a recipient of federal funds, River Valley Transit (RVT) has developed a Disadvantaged Business Enterprise (DBE) Program.  Under our approved program, RVT has established an annual goal for federal funds to be expended with DBE (minority or woman-owned) firms, including small business participation. The DBE goal for federal fiscal years (FFY) 2017-2019, which begins on October 1, 2016 through September 30, 2019, is one seventieth of one percent (0.7%) of RVT’s FFY 2017-2019 Federal Transit Administration’s assistance.  RVT's DBE goal methodology is available for review. Interested DBE firms are encouraged to contact Kevin W. Kilpatrick, River Valley Transit, 1500 West Third Street, Williamsport, PA  17701, (570) 326-2500, or contact us online regarding contracting opportunities.

RVT will have a public meeting on April 13, 2017 at 12:00 PM (Noon) to solicit input concerning the availability of DBE firms (minority or woman-owned) and non-DBE firms, including small business participation, to provide services used by RVT.  Additionally, as specified in RVT’s DBE Program, we want to reiterate our commitment towards establishing a “level playing field” for the participation of DBE firms in RVT procurements.
